Seth is a founding partner of Frankel Loughran Starr & Vallone LLP. Seth heads the Firm’s New York Personal Tax Services and Wealth Management Estate Financial Planning Groups. Seth has been providing personal tax and financial planning advice for over thirty years to high net worth individuals, including investment banking executives, hedge fund executives, business owners and family groups. He works closely with his clients to maximize capital preservation and minimize income and estate taxes. He advises his clients on issues including personal tax strategies, estate planning, retirement planning, risk management, option strategies, philanthropic planning and monetizing low cost security holdings. In providing these services, Seth directs the interaction between his clients and their various advisors including attorneys, investment advisors and insurance professionals.
Seth has lectured at professional conferences on tax and financial planning strategies and has served as an adjunct professor at The College for Financial Planning. Prior to co- founding the Firm, Seth provided wealth management expertise and advice as Vice President and Tax Director of the individual Tax Group at Morgan Stanley for six years and as a Senior Tax Manager at Ernst & Young LLP for eight years.
Seth received a Bachelor of Science degree in Accounting from SUNY Albany, a Master of Science degree in Taxation from Pace University and a degree in Financial Planning from the College for Financial Planning. He is a member of the New York State Society of Certified Public Accountants and the American institute of Certified Public Accountants.

Darcy was an original founding partner of Frankel, Loughran, Starr & Vallone LLP. Since 2011, Darcy has been a partner of Frankel Loughran Starr & Vallone LLP-WA, which is located in the Seattle area. Both firms continue to work closely together in servicing clients. Darcy has been providing comprehensive personal tax services to high net-worth individuals and their families for over thirty years. Darcy advises her clients on a variety of issues including personal tax strategies, tax treatment of sophisticated financial products, financing alternatives, trust taxation, charitable giving strategies, residency audits and executive compensation. Darcy works closely with her clients in establishing and managing their Private Foundations, including providing detailed accounting and tax services. In addition, Darcy has been proactive in working with clients and their attorneys and investment managers in assisting with wealth transfer strategies, in order to accomplish tax efficient transfers to successor generations.
Darcy’s prior professional experience includes seven years in the Morgan Stanley tax department as a Senior Manager. Darcy began her career at Price Waterhouse before joining the Trust Department at Chase Manhattan Bank. Darcy is a member of the American Institute of Certified Public Accountants, along with the state societies of Certified Public Accountants in Washington, New York State and Maryland.
Darcy received a Bachelor of Arts degree in Economics from SUNY Stony Brook and a Master of Business Administration degree in Professional Accounting from Fordham University.

Patty also provides multitude of accounting and tax services to high net-worth families and their related trusts, gifts and foundations.
Patty was formerly a Manager at Morgan Stanley servicing its executives with personal taxes and financial planning.
Patty earned a BS degree in Accounting and Economics and an MBA degree in Finance and International Business at the New York University Stern School of Business.
